Volunteer monitoring of natural resources is promoted for its ability to increase public awareness, to provide valuable knowledge, and to encourage policy change that promotes ecosystem health. We used the case of volunteer macroinvertebrate monitoring (VMM) in streams to investigate whether the quality of data collected is correlated with data use and organizers' perception of whether they have achieved these outcomes. We examined the relation between site and group characteristics, data quality, data use, and perceived outcomes (education, social capital, and policy change). We found that group size and the degree to which citizen groups perform tasks on their own (rather than aided by professionals) positively correlated with the quality of data collected. Group size and number of years monitoring positively influenced whether a group used their data. While one might expect that groups committed to collecting good-quality data would be more likely to use it, there was no relation between data quality and data use, and no relation between data quality and perceived outcomes. More data use was, however, correlated with a group's feeling of connection to a network of engaged citizens and professionals. While VMM may hold promise for bringing citizens and scientists together to work on joint conservation agendas, our data illustrate that data quality does not correlate with a volunteer group's desire to use their data to promote regulatory change. Therefore, we encourage scientists and citizens alike to recognize this potential disconnect and strive to be explicit about the role of data in conservation efforts.  相似文献

Many of the eastern states that have published best management practices (BMPs) or forest management guidelines have also developed compliance monitoring programs to assess the application of these BMPs or guidelines on public and private forest land. The approaches among these states to collecting on-site monitoring data (measuring compliance) and evaluating sites are variable. A survey of eastern states found that almost all southern states monitor application of BMPs, but proportionally fewer of the northern states have established compliance monitoring programs. The state forestry agencies provide the leadership for these programs in most of the eastern states. States that monitor tend to evaluate all public and private forest landowner categories located within their states. In general, northern states monitor a broader array of site resources (e.g., cultural resources, visual quality) as compared to southern states which focus on water quality and wetlands protection. However, northern states focus their monitoring on timber harvesting, forest road construction and maintenance as compared to southern states which tend to monitor a broader array of forest management activities (e.g., site preparation, reforestation). When selecting sites for monitoring, the most common approach is to select some sites from all landowner categories within the state. Many states do not specify any criteria to identify sites for monitoring so that all sites have an equal chance for selection. Some states do use specific criteria to filter sites for monitoring, most commonly size of forest management activity and proximity to water.  相似文献

The Southern Ocean is one of the most rapidly changing ecosystems on the planet due to the effects of climate change and commercial fishing for ecologically important krill and fish. Because sea ice loss is expected to be accompanied by declines in krill and fish predators, decoupling the effects of climate and anthropogenic changes on these predator populations is crucial for ecosystem‐based management of the Southern Ocean. We reviewed research published from 2007 to 2014 that incorporated very high‐resolution satellite imagery to assess distribution, abundance, and effects of climate and other anthropogenic changes on populations of predators in polar regions. Very high‐resolution imagery has been used to study 7 species of polar animals in 13 papers, many of which provide methods through which further research can be conducted. Use of very high‐resolution imagery in the Southern Ocean can provide a broader understanding of climate and anthropogenic forces on populations and inform management and conservation recommendations. We recommend that conservation biologists continue to integrate high‐resolution remote sensing into broad‐scale biodiversity and population studies in remote areas, where it can provide much needed detail. Investigations have continued for production high performance agro-based composites using environmentally acceptable approaches. This study examines the role of adding amide-containing biopolymers during synthesis of urea–formaldehyde (UF) on properties of adhesive produced, especially its adhesion potential. The environmental performance of UF-resin synthesized in the presence of modified amide-containing biopolymer was evaluated by evaluating the free-HCHO of both adhesive (during processing) and of the eventual engineered composite product. Also, the benefits of this synthesis-modified adhesive in enhancing the bondability of sugar-cane fibers used in engineered composite panels was evaluated and compared to using UF-resin. The results obtained show that, static bending of the produced composites varied from 27.7 to 33.13 N/mm2 of modulus of rupture (MOR) and from 2860 to 3374 N/mm2 of Modulus of Elasticity (MOE); while for internal bond (IB) it’s varied from 0.64 to 0.866 N/mm2. Based on the ANSI and EN Standards modified UF-based agro composites produced meet the performance requirements for high grade particleboards with respect to static bending strength. These agro-based composite also tested out as having free-HCHO values of ~13 mg/100 g board.  相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking.  相似文献

We analyze a nonrenewable resource model in which an incumbent firm faces potential entry from a rival firm. The incumbent has private information about its stock size but the rival can observe extraction. With observable extraction and unobservable stock, the rival can use extraction as a signal about stock, from which it can infer whether entry is likely to be profitable. We characterize the necessary conditions for pooling and separating perfect Bayesian equilibria in a signaling game of resource extraction and provide examples of each. We show that the incumbent will often prefer pooling to separating even though welfare is higher in separating equilibrium.  相似文献

DOI: 10.1111/j.1752-1688.2010.00439.x Abstract: In recent years China has attempted to reform water management by decentralizing water management responsibilities. The overall goal of our paper is to better understand the emergence of water user associations (WUAs) in China and assess if they are adhering to the practices spelled out by the Five Principles, a set of recommended practices that are supposed to lead to successful WUA operation. Using four sets of different types of villages to examine implementation and performance, we find that World Bank-supported WUA villages (“Bank villages”) can be thought of as operating mostly according to the Five Principles. For example, the Bank villages were endowed with a more reliable water supply; were set up and were operating with a relatively high degree of farmer participation; and leaders were more consultative and the process more formal. When WUAs are run according to the Five Principals, we show that WUAs increase water use efficiency. The study also provides evidence that there is a perception in the Bank villages that water management is improving in general and that there is less conflict both within the village and among villages. Perhaps more importantly, we find that the Bank’s effort to promote WUAs extended beyond their own project villages. The openness, consultative nature, and transparency found in the Bank WUAs are also found (albeit at a somewhat lower level) in the non-Bank WUA villages.  相似文献
